Yes it is your modem as I had to do the same thing but my cable company provided it free of charge. When I went from 16mps to 25 they said it would require a new modem. So they sent one via fed ex and upgraded my speed. How I know your problem is while waiting for the new router I had 25mps but speed tests would only go as hi as 15-16mps when I received the new modem all was fine. Your modem obviously cant handle the new speed and needs replaced.

Purchase a router and connect the two computers using ethernet cables or purchase a wireless router and two wireless adapters and connect them wirelessly.
