The only help I feel right in telling you.
7/10 is 0.7, and 7/100 is 0.07.
Then put them in order. 0.0069 is the smallest and 0.71 is the highest.

write them in a column with decimal points lined up, add zeros on the right until they're all 4 decimal places, then arrange them in order based on what you see:
0.0069 is smaller than 0.0070, and so on.
