Most colleges have a notice somewhere in their admissions materials that explicitly states that you cannot appeal the decision. I would be surprised if Williams didnt have that.
You should not be surprised at being rejected by Williams. They are routinely ranked as the number one liberal arts college in the USA. That means they get thousands of applications from the best students in the USA every year. This college is quite small, so the large majority of those who apply are rejected. I think they were one of the featured schools in a NY Times article recently that said that at least 80 - 90% of their applicants were rejected.
Even for very good American students, this would be a "reach" school. Being admitted is a great gift, not something that anyone in particular is entitled to. I think there is virtually no chance at all that they will reconsider your application.

So you can see that not only do you have a small chance of being admitted in the first place (just 17% everything else being equal), that in order to be accepted as an international student, you need to have achieved an extremely high grades and scores. You already said that you don't have a perfect GPA, so that takes you out of the running right there.
It doesn't matter if you "didn't care" your first two years in high school. You made your choice not to care, and you are paying the consequences of your actions.

Many colleges have strict guidelines when deciding who to accept. That's why it's best to apply to a few colleges, that way if you get rejected from one, you have other options. If they reject you, they don't want you, and my guess is that you'll have to find somewhere else.
My suggestion is to contact the college, though, if it really upsets you--they can explain it better than any of us can why you were rejected.

You can make a phone call and ask for an interview, but don't hold your breath. The school can reject you for whatever reason it feels like.
