Is there a noticeable difference between 768kbps and 3Mbps - I'll use it mostly for email, surfing and to view video clips and sometimes download music and upload email attachments? Thanks.

Well, it IS four times the speed (3 Mbps = 3072 kbps), so much faster yes. However, your provider has to match that speed with its servers. If they are too slow, you won't be getting full speed.
If it does, you'd probably notice it most when viewing video clips and d/ling music or other large volumes of data. Websites may also load faster, email uploads WILL be four times as fast because upload speed is much slower than download, and even slow servers can handle that (I assume you have ADSL and not expensive SDSL).

yeah of course there is a difference
for surfing and email probably there will be no such difference, but with video clips and music the 3Mpbs will be more satisfying

If you can actually feel anything with speed close to 3 mbps give a shout here, but I tend to dismiss 3 mbps as a hosting speed not for consumer use. Especially if it is ADSL variant.

for the reasons you have it for you wont really see a difference but if your going to be downloading huge files then youll see the difference.

but if the price difference is more than 10/20 bucks then forget
