I think it depends on the industry. Most inudustries want to locate where there is a skilled, affordable, and available workforce.

Some industries look for things like quality of water. Such as a Budweiser factory.

The Gap looks for areas where there is a vibrant Gay community. (Turned down El Paso, TX for this reason.)

Telemarket and Call Center companies look for large bilingual communities like border towns.
