Seat belts were not required until 1969 or thereabouts, although some cars offered them as optional equipment before that date. If it has a seat belt, it must be used, but if you are driving a 1949 Ford that never had them to begin with, you aren't required to put them in after market and you won't get a ticket for not wearing them. If you do, just remind the judge they were not standard in the 49 Ford and the ticket will be dismissed.
But before you decide to get an old car and drive without seat belts, invest 13 minutes to watch an old film about those old cars.

The first cars were not. Even cars built in the 50's and 60's didn't come with seatbelts. However, they can be installed now and if you are pulled over you will still get a ticket for not being buckled, even if your car never had one to begin with. It's the law.

Many cars made prior to 1964 were made without seatbelts. I own a 1957 Chevy that has no seatbelts. I don't know about your state, but mine doesn't require me to modify my vehicle if it wasn't originally equipped with belts.

You have to go back to 1963 when lap belts started in american cars. Allstate insurance really pushed manufactures for belts. Volvo had 3 point belts that attached to a ring in the middle as far back as 1965. 1969 impala has clips on the head liner and if you ever took the belt and fastened it to the lap belt there it stayed. Old cars I have owned I put belts into my chest smashing into the steering wheel thing.

not always. i have a 65 dodge w/ no rear seatbelts, and i believe the fronts might have been an option... they probably wouldn't give you a ticket. i think it really depends on the officer...

I believe they started to become standard in mid 60'S.If your car was not equipped with them from the factory they are not required anywhere that I've ever heard of.

Sure. No and no (although you may have trouble passing State Inspection without belts). There was no mandatory seat belts until the 1960's, if I'm not mistaken.

i'm pretty sure they didn't but that was way back. i know most mid 50s rods and 60s car i've seen have atleast lap belts.
