i would def. go to UCSD. UCSD is gaining a higher rep. now(its the third best UC), and it's actually ranked nationally higher than UCSB. heres the link: http://www.usnews.com/usnews/edu/college/rankings/brief/t1natudoc_brief.php

also, UCSB (no offense to anyone who goes there) has gained the repuation as a 'party school'. its near the beach and everything, so theres a lot of hard partying and liquor there. in fact, its nickname is UC sex&booze.
so personally, i would prefer UCSD.

Like all the California universities, UCSD and UCSB are great bargains. Very inexpensive compared to private schools and fairly prestigious nationally.
But, if you really want a top school for economics, they are not really ranked anywhere near the top.
My favorite school for economics is UChicago, Not only do they have more Economics Nobel prize winners on their faculty than any other school, these famous guys actually teach undergraduate classes and you can get to meet and talk with them. That's pretty cool.
Why not look beyond California?

To be honest, both schools are about the same academically (rankings) and both places have good surf and a lot of attractive white girls. I would go to UCSD because it is a slightly more prestigious university and the party scene is a little less wild. At this point in your life your primary focus should be on getting a great education. However, no matter which school you choose you cant lose.

If you are a Rockefeller or a child of Bill Gates or Warren Buffet, Santa Barbara is a good choice. SB has a very high cost of living. You won't be as broke after you get your degree if you go to UCSD; housing, transportation, even groceries are cheaper in SD.
