Out of a group of elements how can we tell which is the best or worst oxidizing/ reducing agent?

For metals, the element at the bottom of the group is the best reducing agent, and its positive ion will be the worst oxidising agent. For non-metals, the element at the top of the group is the best oxidising agent, and its negative ion the worst reducing agent..
