Explain to him that it is wrong, and can make him sick. Put the cat box in an area that he can't get to temporarily like on top of a counter, or in the garage.

I would get rid of the cat and the litter box. Find a friend or family member who would be willing to keep the cat for a while. When the boy gets old enough to understand that you just don't eat that kind of stuff, then go back to having the cat around again.
The only other alternative is to just make sure the litter box is cleaned out everytime the cat uses it.

Get the kind of litter box with a door -- ours flaps closed when the cat goes in/comes out. Or, get the kind of litter box that is a maze for the cat to climb into and out of (they are made to prevent litter tracking from the cat's feet).

Also be sure that your pet is on some type of heartworm prevent that also protects against intestinal parasite. Even if yoru cats are strictly indoor, we can bring the eggs into the house on our shoes. The cvats injest them and get intestinal parasites. Once we get them (by eating cat feces) they can go in the eyes and cause retinal damage and incyst in the liver. Heartgard for cats and Revolution are my 2 fav products for intestinal parasite control monthly. Make sure they get dewormed by your veterinarian twice a year at least with Drontal or panacur.
As far as the child goes, the above suggestions are all great. I find that baby gates with a holy small enough for only the cats to get through work well, also.

I would place the litter box in a place where the child does not have to be. In other words, if you have a laundry room, put it there, then put a baby gate in the doorway. The cat can jump over to use the box, but the kid can't use it as a buffet.
Personally, I'd "wash his mouth out with soap" each time I caught him doing it. A tiny dab of liquid soap on the tongue does the trick...quick!

I scoop mine every time i flow to the bathing room. in basic terms asserting. of direction mine's precise next to the rest room. canines will consume cat poop. anticipating a canines to no longer consume cat poop is like anticipating me to no longer consume chocolate if i'm presented with it. So, it seems such as you have the canines, cat and the infant multi functional room with the clutter field? flow get an ornamental exhibit screen and block the field off with it. turn the hollow of the clutter field in the direction of the wall so as that the cat can nonetheless get in however the canines won't be able to. And sure, i will declare it besides. sparkling the field extra in many situations.

Why not try one of those enclosed litter boxes or the ones that dispose of the littler like Litter Maid ?
