I am using broad band DSL with windows xp.My down load speed is 740 and upload is 137.While it is said that there shouldnt be much difference between these two.Can anyone please help with how to increase upload speed?

You cant, the speed are set by your ISP, normally the upload is always much slower, average is 256, but can be as low as 128, you should check with your ISP first.
