Many large public universities will offer both. Keep in mind that fashion (probably listed as visual design, apparel merchandising, textile design, or something that sounds more clinical) will be offered for Bachelors degrees, Masters degrees, and maybe a Ph.D. program, while Law is a graduate Juris Doctorate.
If you like both and would like to practice law as it relates to the fashion industry (contracts between models and perfume companies, for example), then you can major in Fashion Design as an undergrad, do well on the LSAT, and get a J.D.
However, since you are looking at two different degrees, you can consider different colleges for each degree.

Law usually isn't offered as an undergraduate degree, only as law school (which you generally need a bachelor's degree to get into). But I think most large universities will have a law school and a fashion major. For instance, my alma mater UC Davis has a very good law school, and those interested in fashion can either major in Design with an emphasis in clothing design, or major in Fiber and Textile Science.
