start, run, type regedit.............
Follow these steps:

Navigate to
HKEY_CURRENT_USER\
Software\
Microsoft\
Windows\
CurrentVersion\
Policies\
Explorer\
(this is for the user currently logged in)

Right-click the Explorer key,
select New | DWORD value. Name the value
NoClose
and press [Enter] twice to access the Edit DWORD Value dialog box.

Type 1 in the Value Data text box, and click OK.
Close the Registry Editor.
At this point, both the Log Off and Turn Off Computer buttons are still on the Start menu, so click the Log Off button and then log back on to reload the registry settings

also change to the other users, and preform the same actions to remove their "off" buttons.

I tested this in windows xp, and it works.

(YOU SHOULD ALWAYS BACK UP YOUR REGISTRY FIRST)

oh and for those who think you'll never be able to turn of the computer again, you can reset it or unplug it,
OR
if you go back and change the 1 to a 0, then log off and back on and it will allow you to shut down again.

remove it? you cant it's one of the features, otherwise you wouldnt be able to turn the computer off.

This is not advisable as it requires registry knowledge
