Dan Marino. He was a great quarterback. The dolphins were a great team. He set all kinds of records and everything, but he couldn't come up with the big win. I think Warren Moon was another one. He was good too, but never won the superbowl.

Johnny Unitas.
If the SB was created when Unitas was in his prime he could have easily won a couple of them because he won some old NFL championships, including "The greatest game ever" against the Giants.
No, he didn't win Super Bowl V because he left the game injured on the first half and with the Colts losing 13-6. Earl Morrall was the man making the 4th quarter comeback.

Warren Moon-won 5 Grey Cups (in 1978, 1979, 1980 MVP, 1981 and 1982 MVP) the CFL equivalent of the Superbowl. Phenomenal regular season QB. In his final CFL season of 1983, Moon threw for a league record 5,648 yards, and won the CFL's Most Outstanding Player Award. 9 Pro bowls. Combining his NFL and CFL stats, Moon's numbers are staggering: 5,357 completions for 70,553 yards and 435 touchdowns, all of which are massively higher than the NFL records for each category. Even if his Canadian League statistics are discounted, Warren Moon's career is still exceptional: 3,988 completions for 49,325 yards (the fourth-highest in NFL history), 291 touchdown passes, 1,736 yards rushing, and 22 rushing touchdowns.

I would go with Jim Kelly. He led teams in the USFL to titles and took the Bills to four consecutive Super Bowls. Sure, losing them all is no great memory. (Scott Norwood!) But just that feat alone is impressive. Jim Kelly had all the tools and the talent... just no defense when it mattered most. Second place to Marino.... he was perhaps the best passer ever but he could not even get back to the Super Bowl after 1984.

Easily Dan Marino, the guy broke almost every passing record there is. He is a hall of famer indeed and is one of the best QB's of all time. He was the greatest QB to never win a Superbowl.
