if i just shorten the tube so the filter head is submerged will it work?

It won't hurt, but it won't help either. At least not by itself. You need a motor powered filter for all the poop they put into the water.

So, use the air pump for a decorative feature, and buy a good filter.

i've never used an undergravel filter mainly because they seem to need a large motor to keep it running. however, my terrapin likes to make big meses, so i have an actual turtle filter. i think it's called a "fluval 3" or something similar. it's pretty big and bulky, but it seriously cleans. i also like to clean out the filter once every other day just to keep the water clean. my terrapin's quite large now, so the water tends to get dirty a little faster than when he was young, but it's pretty easy to clean. i would highly recommend a fluval. you can find it cheapest at pet club. i hope that helps. =]

Not a good idea. External filters that move a lot of water is what is needed.
