You need some way to get to the internet, whether it be cable, dsl, satilite or dial up. The router will then broadcast that to anyone. hopefully you have wep/wap turned on to keep everything safe.

If it's a Wireless "Modem" router, then Yes!
A router on it's own won't work without a DSL connection. (Unless you're just creating an Internal network, without an Internet connection).
