Hi there, this question all depends on what breed of whale. But hope this helps you.

THE RIGHT WHALE
Calving takes place during the winter off the coasts of Georgia and northern Florida.

ORCA--KILLER WHALE
Mating and birth take place mainly in autumn and winter. All Orcas wether pregnant females or not favor coastal temperate or cool waters. However, they also range into polar ice areas.

HUMPBACK WHALE
In the winter, they migrate to breeding grounds off of Hawaii, Mexico, Costa Rica, and Japan. The population in California migrates to Mexico and Costa Rica, whereas the Alaskan population migrates to Hawaii for birthing.

BLUE WHALE
California Coast and migrate to Mexico, and Costa Rica.

GRAY WHALE
Only in the Pacific Ocean

BELUGA WHALE
Belugas are found in arctic and subarctic waters. They generally remain close to drifting ice and within shallower waters off the continental shelf. Sometimes they are spotted in the open ocean and are even known to regularly enter fresh water. Most belugas mate in the spring, and the calves are born the following summer

It depends on the species of whale. Most move to warmer waters although a few stay in polar regions to give birth. Humpbacks migrate to tropical waters with many different migration routes. There are groups of humpbacks travelling up the east and west coasts of Australia to give birth. Southern right whales give birth in the Great Australian Bight and also in waters near South Africa and South America.
