Sounds like it lost track of the mouse drivers. Either that, or it just needs to be cleaned, but even then, it would still move a LITTLE. Plus, you would be able to click. If it lost the driver, simply restart you machine. If you have to, just hold the power button in until it shuts off. The drivers will automatically reload during the reboot. You MUST restart the workstation. Mice are not "hot swappable." If you unplugged your mouse while the workstation was running, plugging it back in will not resolve the issue, and you will end up with symptoms like these.

CHECK the connection for the mouse on the harddrive first.
CLEAN THE MOUSE, by removing the ball, run the ball under water, dry it and clean the part inside by blowing on it and clean dirt out with a Qtip
BUY a new mouse if above fails to fix the problem

Pull the mouse usb connection out from the back and plug it back in. Into another open usb connection on the computer, otherwise back in the same one.

How old is it. if its really old you might want to get a new one. try restarting your computer that might help. If not then do what the other person said and clean it. Also try wiping off the mouse pad it might have something on it.

Clean the insides where the ball is with alcohol swabs. Get it as clean as possible. Clean the ball too. If that doesn't work, toss it and get a new one.
