They are carefully trained to understand both voice commands and leash movements. Both the dog and the person must be trained extensively - the person must be trained in how to communicate with the dog, and the dog must be trained in how to understand and obey.

The dogs are chosen for their ability to detect the slightest movement or desire on their companion's part. Sighted people see it all the time in their own pets--ever tried to sneak out the front door without your dog knowing you're going? The training a seeing eye dog undergoes is to teach his companion how to relay his wishes to the dog, and for the dog to understand that intent. It's also the dog's responsibility to judge situations, people and things to spare his companion from harm.

Dogs for the blind, and their would be owners are usually trained together.
The new owner would have to go away to where the dog is, and stay there until they are both trained.
