Because of Mc Carthtism, no nation want to be branded as a breeding ground for terrorist, and that is what got Iraq attacked. Iran started to oppose the US and Bush tried to label then a terrorist breeding ground, so they backed down.
In essence George Bush created his sick little war on terrorism going after Islamic militants violating their rights by invading a peaceful country, thus proving that the UN is nothing more than a group of worthless spineless hypocrits whose sole purpose was to prevent invasions like this one and find peaceful solutions to conflicts.

Iraq broke 17 UN sanctions along with violating the treaty it signed after the first gulf war. They committed acts of war again by firng at US planes in the no fly zones, kicked the UN inspectors out of the country and thumbed their nose at the world again. They were given opportunity after opportunity to comply and get their act together,
. Bush broke no laws and was supported throughout the world in his decision to invade and remove Saddam from power. No one would threaten the US for doing what the rest of the world agreed with and supported.

If we couldn't bring ourselves to go to war with Iraq whom we trade nothing with how could we go to war with the States, they make up a big chunk of trade in most countries because they are such huge consumers. Plus the control most of the nukes and there is no other group of countries with close enough relationship to undertake such a war. Before only the USSR could have posed such a threat now that their gone the states can do anything they feel like
