Hydroelectric means that moving water is being used to turn the turbies. The turning turbines move a coil past a magnet. When the magnetic field is crossed, the electrons flow in the coil.
This is not a chemical reaction, it is physical.

There are physical processes involved, not chemical changes.

The kinetic and potential energy of the falling water are converted to the kinetic energy of spinning a turbine. This in turn is used to generate an electrical field through rotating magnetic coils
