The other way is to buy one at the game corner or catch one in the safari zone and level it up to level 30 and have it evolve into a Dragonair.

Find a dratini by fishing in the Safari Zone in Fuschia City. Then evolve it at level 30. It is also bought in Celadon City in the Game Corner for tokens.

You have to evolve it from a Dratini at level 30. You can catch a Dratini at the Safari Zone (w/ Super Rod) or buy it at the Game Corner in Celadon.
