Bleach used for sanitary purposes is measured in PPM, (yup, that's parts per Million).
My well water is awful, use bleach to clean it up.
My goal is 5ppm. Even at that, I can still taste it. To remove the taste, your run it through a carbon, (charcoal), filter.
At 5ppm, that would be .000275 gallons
That's .088 cups
That's .14 Tbs
Now household bleach is only around 10% bleach, (bleach is a gas at room temp, that's why it stinks so much).
So to be safe, I'd use 1 1/2 tbs, then filter it through a carbon filter to remove the taste. To drink.
In a culinary situation, (where you're gonna rinse it of after it's sanitized), my experience says an ounce of so per gallon.
Bleach is a very powerful disinfectant!
Check with your local health department, don't take my word for it!
1 Gallon of bleach disinfects all the water used in our household for 6-8 weeks, (the average household use is ~200 gallons a day)

Get a book on instructions about setting up an aquarium and read it. A horrible smell is clearly a red flag that you need to re establish our tank. I always boiled any thing, like a rock or gravel, that went into the aquarium first for at least 5 min, rinse and drain and use. Plastic stuff that can't be boiled can be put into a clorox bleach solution then rinsed very very well and used. You have to have a water testing kit and the book tells you how to use it. Different fish need different types of water. Aquarium should sit for a day of 24 hours before adding any fish to stabilize temp and the rest of it. We use the aquarium salt sold in pet stores the way it is directed on the box. WE use a siphon and change 1/3 of the water off the bottom every other day and discard, or more, depending on how many fish per gallon we have in the tank. ONce you get the hang of it, an aquarium is a lovely and fascinating thing to have and easy to keep.

The ratio is 1Tbsp bleach per gallon of water for sanitizing food surfaces. So 55 gallons would be 55 tablespoons, which is 27.5 ounces, which is equal to 3.43 cups. You need just under 3 1/2 cups of bleach.

Assuming you wish to disinfect and drink it, 2% (1 gallon/55) is quite a bit! It'll do the job, but I would hope you could use less.
These Canadian experts use much, much less (<0.1%!):
"Disinfection using bleach works best with warm water. Add 1 drop (0.05 mL) of bleach to 1 Litre of water, shake and allow to stand for at least 30 minutes before drinking."
