Well, that's not necessarily true, sometimes immediate action is required no matter how smart you are. A lot of it depends on the situation and surrounding circumstances. But there is some truth to the saying. Ever read Eragon? there's this one part in the book where he convinces Saphira (the dragon) to land and confront the Urgals (badguys) b/c he says, "I have a plan. Just do it." It backfires big time and nearly costs him his life. Saphira tells him, "You should have told me what you were planning. I would have told you it was stupid!"
I know that's not a real story, but it's applicable to real life. Wisdom and patience can be life savers. consider every angle.
