All sates do extradite, they are all under the same US flag. One state can refuse if they want (very unlikely) but that only mean the person would do the time on that other state. It's up to the state D.A. and Governor to decide.

Usually the Sates that refuse to extradite someone is because they want to prosecute that person on the first place (usually if the crime is more serious than the previous; in this case the person do time in both states).

ALL of them extradite. Some are more reluctant than others, but ALL of them do it.
