I don't know wether it's an air pump or a vaccuum pump, my dad doesn't know what it is. The car has air pressure asssted brakes so maybe it has to do with that? But this pump, what ever it is, stays on after the car is turned off and runs for 10-15 minutes before shutting itself off or not at all. He's unplugged it for now so it won't kill the battery.

It is the air pump for the auto leveling system. Unplug it till you fix the air leak. It could be the air lines or the air shocks leaking. Be ready air shock replacements are not cheap.
Air shocks alone can cost almost $300 plus installation. I had this problem (1891 Buick Riviera). I found air shocks on eBay for cheap and then had them installed.

The pump puts pressure in the rear shocks to keep the car level under different weight loads.
[1] The switch that turns it on,located at the rear axle,may need a linkage adjustment
[2] There is an air leak in a shock or line causing the failure to build enough pressure.

Fuel pump?
Air pump?

Pull the fuse.......Or have a mechanic troubleshoot the problem.
