King George II is a much better president than his father. Clinton does not even come in third. I would say that the list of greatest Presidents over the last 20 years would be Bush 43, Reagan, Bush 41, then Clinton.

idoubt... Clinton will never be remembered by history as a great President because he lied to the Grand Jury. Because he sexually exploited a college student. Because when he was caught he sent out troops into battle. Because of the disaster in Somalia and he did nothing about it. Because he put our troops and sovereignty under the control of the blue hats of the United Nations.

Ford- He balanced a budget in his short interim Presidency and restored lost faith in the system from Watergate.

Carter- Camp David Accords that brought Israel and Egypt to the bargaining table, a pre-cursor to the Palestinian State, strong Human Rights advocate.

Reagan- Though his Presidency was not perfect, budget defecit, he helped bring about the end of communism and had a thriving service economy.

Clinton- healthy economy, budget surpluss, regaining of our industry to a good degree with the internet, a successful Balkans War with zero casualties, not bad for a man with no Military background.

The two Bush Presidencies have been loosers: Bush Sr.-good expertise at foreign policy and intelligence but little else and an inflationalry recession at the end of his term. Bush Jr. 4 trillion budget defecit which was 11 Billion before the infamous September 11, 2001, embarrasingly bad foreign policy and no tangible accomplishments for two terms in office.

If I have only the two Bushes to pick from, Bush I is far and away better than his son. The best president in the last 18 years however is Clinton.

I'd select George H. W. Bush over our current president, but of the three possible given your time frame, I go with Clinton.

Neither of the above. Jimmy Carter will go down in history as one of America's very best Presidents who gave up his re-election campaign to spend every waking moment on trying to free 444 American hostages in Iran.
Bill Clinton will go down in history as one America's very best Presidents who left office with a budget surplus and made significant advances toward social issues affecting America's poorest and most disadvantaged people.

The Bush dynasty will go down in history as providing America with two of its very worst Presidents who put their own personal agendas before that of their country's; who exploited American taxpayers for their own personal financial enrichment; who engaged the Saudi Arabian and Chinese governments to a point of diminishing the American reputation for being a fair and trustworthy world leader and global peacekeeper; and who started the U.S. on a downward spiral toward a totalitarian government and the worst economic depression in this country's history (which will happen shortly after George W. hard choice. Both of them did more than Clinton. Both are honorable men who stand by their word. Both have been honest with Americans. Both have helped people in need in other countries. But I just have a love for the first President Bush because he is an amazing man. He is just like everyone else in the world. and he served in WWII very honorably and bravely, instead of running to England and bitching about it, like Clinton.
