San Francisco is my personal favorite . . . but every city has something special . . . it depends on what criteria you're looking at when you say "best" . . . if it's culture and diversity, then cities like Chicago, NYC, Los Angeles, and Washington DC will rate high up there . . . if it's affordability and quality of life, cities like Portland, Austin, Raleigh, and Denver will rate higher . . . if it's a sense of belonging and community, then cities like St. Louis, Pittsburg, Atlanta, and New Orleans will rate higher
