If you can't move out or don't want to, you will need to document everything. If you can get a written statement from the other tenants that your dog is not a problem that's your best bet. You have the note in your lease. Photograph and/or videotape the repairs. You can send a certified letter listing the repairs that need to be made, and you can withhold rent pending those repairs. Especially no heat or insufficient heat! The lawyer's letter seems like an attempt to intimidate you. Only the court has the right to evict, after a hearing. Check local laws and look up Legal Services for your county. They will give you advice. The State may also have a legal services department. Mine does- and they gave me extensive advice in landlord-tenant issues.

You want your security deposit back, so abide by the terms of your lease agreement. First, address the landlord by his/her name...To Whom It May Concern...doesn't make sense, you know who the landlord is. Second, don't sound so distant...

Please contact me, at your convenience to transfer the keys and walk through the apartment. You can contact me after 5 pm at (312) 123-4567. Thanks for your help to make this transition seamless. Third, the walk through and face-to-face with the landlord is a great way to ensure you get your security deposit returned. If there is a problem you can correct it, if not, you can ask when to expect a check for your security deposit.

Looks perfect. If you are going to hand-carry it you could include a place at the bottom where he can sign, and keep a signed copy. Or send by certified mail return receipt, so you have a record of the notification.

It sounds great, very professional. However, I would suggest changing the, "To Whom it Concerns" to either "To whom it may concern" or plainly the landlord's name.

Your notice is sufficient but would address it directly to the landlord instead of "To whom it may concern".

Yes, for example, same as when someone might submit a cover letter to an employer, get the name of the person you need to contact. Mr, Mrs, Miss so n' so.
Maybe add a line "if you have any questions, please contact me"

it is a sound letter.
you do need to mention your financial agreement with the land load, like deposit.
you can describe the condition of the room when you left.

sounds good, take allot of pictures when you moved out, so if the landlord tries to keep part of your deposit you have proof to show the court if you have to sue them
