I know I got my money back, but you have to call alot of different numbers and talk to alot of people. I was so mad!

Along with all the things people told you to do about notifying VISA and your bank, you just learned a valuable lesson. there is a big difference between check and debit cards, and true credit cards. And there is a big difference in your rights as a consumer. NEVER use a debit card on line or on a call to some 800 number you saw advertised on television. This gives the person/company you gave the number to access to your bank account. Most will be honest, but if the product fails you have almost no recourse. Use a credit card for those on-line and 800 number purchases. save the debit card for wal-mart and pay at the pump gas stations.

You should call VISA and make a declaration that your card was used to pay for goods that you have never received. They should investigate your claim and your money may be returned in time.
I'm a little concerned about your comment that you think maybe the mobiles were stolen but that it didn't bother you because of the big saving... If you think the phones were stolen, then you should not be surprised that they have also stolen your money!
You thought they were a thief but you still handed over your card details...

If you used a check card or debit card the bank can and probably will but then its up to the bank where the money was deposited on (usually not an issue)... this means it is money coming directly out of your bank account (aka the bank). A credit card, no. That isnt money being directly withdrawn from the bank, and its not a simple process to just void the transaction

That's really simple. Contact VISA. Tell Visa you wish to stop the transaction. Tell them why. If VISA does not respond, go get an attorney. This is a frequent occurrence.

Call visa. They will tell you what they can do for you. Most of the time if you report it quickly enough you are only responsible for the first $50.00. Hope you learned to be more careful online.
