If so, do you think every level of government will be prepared?

Unfortunately, it is highly likely that a Gulf coast will be hit by a hurricane this year, and I doubt that the government will be fully prepared.

All the forecasts say that this will be an extremely active hurricane season, and the El Nino that slowed the formation of hurricanes last season has dissipated. In an active season, all areas where hurricane activity typically occurs are at higher risk. This definitely includes the coast of the Gulf of Mexico.

The US government has made efforts to prepare for future hurricane strikes. But given how slowly progress is being made in New Orleans, with continued failures of the administration, I find it hard to believe that things would go very smoothly in the event of another catastrophic hurricane strike in our country.

Unfortunately I believe we will but I won't be upset if I'm wrong.
