Unknown for sure but it has been brought up that it is a very good possibility because of how common it is in the universe.
Both elements carbon and silicon form long chains, or polymers, in which they alternate with oxygen. In the simplest case, carbon-oxygen chains yield polyacetal, a plastic used in synthetic fibers, while from a backbone of alternating atoms of silicon and oxygen come polymeric silicones.

Not on Earth - we're all carbon based here. But there has been serious speculation about the possibility of silicon based life on other planets.

Not to our knowledge right now, but there are sulphur-based life forms in the deep oceans around volcanic vents. Some of the bacteria live exclusively off of the sulphur spewing from the hot vents. That's the only other non-oxygen using life form I know of.
