When ice freezes, it forms a ring of water molecules that creates an expanding lattice. That lattice traps air. Because the water has no where to go but around the air molecules, that expansion puts pressure on anything in the way. If it's in pipes, a loose seam will break from the pressure.

Now that depends what that pipe is carrying, suppose its a water pipe, in winters the watre freezes and ice then expands and eventually damaging the pipe, if a pipe is carrying steam, similar situation will occur.
Now if pipe had nothing and still got bursted then I would say in excessive cold weather the pipe got brittle and fractured.
I am a mariner and been at sea for over 13 years and saw these situations many times in severe weathers.

water freezes at 0 degree Celsius and changes into ice. the density of ice is lower than that of water (ice floats on water ). & the volume increases;this causes the ice to expand inside the pipe &leads to bursting of the water pipes. Since in winter the temperature goes down below freezing point this is a common occurrence.

In olden days , (before central heating came into usage), they used to wrap the water pipes with woollen material.

In winter, in some cities the temp. goes below freezing point, which is 0 degrees celcius. Water at this temp. 0 and below, it expands thereby increasing in size, and it get bigger than the pipe and the pipe burst.

Because ice takes up more space than water. when water freezes to ice it takes 10% more space then water, if there's no space for the water to spread out it forms ice, as ice takes much space it gives cracks on the pipe and burst the pipes
