What states are around 70 to 80 degrees year round and have little or no natural disasters?

Well, there are the states that are about 70 to 80 year round, most notably along the gulf. Those are prone to hurricanes.

Then, there are the states with few natural disasters, mostly in the northeast and New England (earthquakes, hurricanes, tornadoes very rare, with an occasional blizzard). However, those aren't 70 to 80 year round.

Essentially, those don't exist. Perhaps Hawaii is closest to your description, but there's plenty of volcanic activity, as well as the possibility of a typhoon or tsunami.

How about the State of Euphoria? The coastal states toward the southern hemisphere would match your temperatures, but they suffer hurricanes and droughts. There truly is not a region/state/area that is free of disasters at that temperature, or any temperature for that matter.
