I thought that its Clinton's fault . After all he was president for 8 years and not once did he work out a plan for proper storm drainage which as we all know is a 5-10 year project that needs billions in funding .
I think George tried to get federal money to texas to prevent just such an occurrence from happening .

When whole towns are wiped out and the bodies start floating down the river and then begin bleaching in the sun and the Federal Gov't doesn't respond because it's not their job (or more accurately, it IS their job to make the Government look and seem incompetent to you), then you can blame him, or not blame him.

Somehow I get the feeling that you are referring to Katrina. Well, let me set you straight on your obvious point of confusion. No body, in any way, shape or form, blamed the hurricane itself on Bush or anybody else. What we were upset about, and blamed Bush Co. for, was the ridiculously delayed response to the crisis, as if those people were not rich enough to matter. We also blamed whoever was responsible, for the fact that it was known for a really long time that those levies needed repair, and it was just not important enough to fix...because those people were simply not regarded as rich enough, or white enough to matter. If that had been a rich white area that was damaged, the story would have been completely different. In fact, the story has been very different in other instances when the victims actually were rich and white, or at least middle class and white. I am sick to death of hearing people like you accusing us of blaming the actual hurricane on Bush, and ignoring the facts. There were people a year later who were still waiting for their promised piece of doody Fema trailers. And it is just not that easy for economically challenged people to just up and relocate. *sm*
