Easy - the same thing that makes any film a good film - a great story, good acting, the proper use of effects (if any), the proper use of sound and music (if any), the lighting, the costumes, the continuity, etc. Above all else, however, the STORY is what makes a great film.

You need three elements:
1) a universal teen theme usually involving crazy teen antics with some romance sprinkled in
2) actually talented actors who are teen (or can pass for it)
3) absolutely great music
Put it all together and you have another Breakfast Club, Sixteen Candles, 10 things I hate about you, or American Graffiti

Look at John Hughes's "Ferris Bueller's Day Off." It is the most outstanding teen flick. Make your own analysis and then compare it with something really lame, like "Because I Said So." Then for an honorable mention, have a look at "10 Things I Hate About You," and also "Sixteen Candles" - 2 middling teen flicks and make your own decision.
Ask yourself why "St. Elmo's Fire," "About Last Night" and "Blame It on Rio" now seem so dated.

Honesty.
In the 80's we had the best teen movies: Breakfast Club, Sixteen Candles, Ferris Bueller's Day Off and Better Off Dead.
Movies that condescend to teens (and adults) are irritating.

harry potter has no on screen sex scene,maybe some tongue n kissing n fifth movie,n lots of action n undercurrent emotions..it dun need on screen sex 2 make it a damn good teen movie..it's 4 all ages too!
