Why can't you get together for a marriage ceremony? If he's in prison, don't get married until he's out. Things could look very different to either one of you when that happens.

You say you're in love with someone you met on the Internet, and want to get married? And you want to get married over the Internet as well? Will this lead to an Internet house and family, or is this all in your mind?
Let me clean my ears, because this sounds totally crazy.
Forgive me, but perhaps you forgot the part to actually meet each other in real life, and see if the person is what you thought, they may be a stalker, or some kind of pervert who is leading you along, and telling a lonely person what they want to hear... some predators are expert at this.
You don't mention how you met, how long you know each other, or if you've met in real life, so I'm assuming that this is an Internet romance.
Might I also assume that you could be under legal age, and have an unhappy home life as well?
This person is obviously only a dream if you've never had a date. How can you consider yourself already married?
You cannot get married to someone you have not met, or even really seen in real life. There's no such thing as a real Internet marriage.
Wake up from this dream, and smell reality!! You cannot marry an image, and you certainly shouldn't marry an Internet stalker or pervert.
I'm only trying to keep you safe, please don't be angry.

First, you both have to be consenting adults.
Second, you have to go to the local court house and file a petition to get married so they can do a background check and make sure you are not already married.
Third, once you get your marriage license you have a certain number of days to get married in, or else it will expire.
Fourth, you have to get a judge or minister/priest to agree to marry you and sign the form and file with the court house.
Fifth, you may get someone to agree to do it on the internet you will have to ask the judge/minister.
Sixth, you both have to sign the papers.
Out of curiousity, have you ever actually met each other? Or are you both just living this fantasy over the internet by pretending that you are married instead of doing the work and actually having a real, in person relationship?

Cant be done over the internet. Youre going to have to do it like everyone else, apply for amarriage license provided you both meet the states waiting period and then visit a priest, justice of the peace or whatever to perfrm the ceremony and then live happily ever after. Good luck
