Not sure about what cap A-Rod would go in with, but for what its worth:

The Hall has also recently changed its stance regarding team membership. Although all the teams for which a player played are usually listed in the text of the plaque, most are depicted wearing the cap of one specific team. Before the current trend of frequent free agency, this was not controversial, since players of Hall of Fame quality often played most of their career with one team. As free agents began to be inducted, it was the player's choice which cap they would wear, and the players did not always make the most popular choice. For instance, Nolan Ryan entered the Hall wearing a Texas Rangers cap on his plaque, even though he only spent five seasons with the Rangers, and had longer and more successful tenures with the Astros and Angels. Ryan probably chose the Rangers cap not only to reflect his Texas heritage, but also the fact his 5,000th strikeout, 300th win, and his last two no-hitters all came as a Ranger.

However, in light of rumors that teams were offering number retirement, money or organizational jobs in exchange for the cap designation, the Hall decided to change the policy. Although the decision-making process would be a mutual responsibility, the Hall, not the players, would have the final say in such matters. Gary Carter was the first to test this policy; he won his only championship with the New York Mets, and wanted his induction plaque to depict him wearing a Mets cap. The Hall of Fame decided that his plaque would instead show Carter with a Montreal Expos cap. Wade Boggs was in a similar situation; he won his only championship as a member of the 1996 New York Yankees, but posted his best career numbers in twice as much time while wearing the Boston Red Sox uniform. He went in wearing the "B" on his cap despite his acrimonious relationship with Red Sox management. Catfish Hunter, though harboring no ill will towards either of his employers (the Oakland Athletics and New York Yankees) could not decide which cap he preferred; he was a successful pitcher with both teams. He instead went in wearing a cap without a logo.

Since the player does get some input, but not the actual final decision, he should go with the hat that he wore for his best seasons---that would be a Seattle Mariners hat.

There are several Hall of Famers that do not have a symbol on their hat as they played for multiple teams. Jim "Catfish" Hunter does not have either the A's nor the NY on his plaque.

And ARod earned his Hall plaque when he stepped on the field on Opening Day of his tenth season. He long ago passed the "hit by a bus" test.

I am pretty sure that actual answer is that he gets to choose which hat he is wearing. Although I think your answer would probably be the best choice. My best guess would be which team did he do the most with?

It is up to Arod himself. He can choose any team that he has played for.

They don't pick what team you go in as for you. You get to pick the team you want, that is if you've played for more than one team. At the end of his career, he will look back on it all and decide which one he'd like to go in as.

If he retired today, may not even get in the HOF. He is good but not HOF at this point of his career.
