if you have little kids, go where there are other families. All the parents will be watching. We got on the beach with about 9 other families, all with little kids, and we were able to block off our "stretch" of the beach with our cars, and the kids could play, and we relaxed with about 15 sets of eyes to watch kids. We made friends with strangers!
