Whoa, I see no problem here. We're talking aquarium basics on a larger scale. The problem is you don't want to have your tank so crowded that the fish are busy eating each other's feces. Some of that is unavoidable.
Start with a large tank. 35-75 gal. Farm stores have them made from recycled plastic that work great. They use them to water livestock.
In a large tank situation you want constantly freshly aired water being introduced. A small but steady commercial water pump should do. Add plants to allow the fry to hide so they are not eaten by larger fish. Find a supplier of fish, perhaps for ponds via farm store or from another pet store. you also may try minnows from a bait shop but check local conservation laws to assure you aren't in violation. What you raise isn't really important if you are just going to use them for feed. Common comet goldfish or rosies are frequent choices. Some will die. This does not indicate a poor environment. It indicates an inferior fish. Do 3/4 water changes about every 2 weeks. Feed sparingly with a quality food. If you really want these babies long term you'll need to introduce bottom gravel and filtration for ammonia elimination but if you change the water enough that may be avoidable. Cull and weaklings or dead fish so as to not infect others. Do not fill the tank over 3/4 full. Some may jump out!

The only dry food on the recall list is a prescription diet for diabetic cats you can only get through a veterinarian. It was recalled as a precaution because it is the only prescription dry food Hill's makes that contained wheat gluten. They don't even know if it has been affected, they just recalled it to be on the safe side. If your cat won't eat he can get sick, cats can develop hepatic lipidosis which happens when they stop eating abruptly and usually happens in overweight cats. Be careful that you don't take an extreme decision out of fear of the recall. Many peole (myself included) are still feeding the dry food but are watching for any signs of problems: Vomiting, diarrhea, increased water intake, lethargy etc... Keep an eye on the news for updates on the food recall but don't allow fear of possible contamination to keep your cat from being able to eat.

I have never raised fish to eat...

I am currently keeping fish as pets...

I don't have a cat, even if I did, I wouldn't feed it live fish.

No, raising most fish from a petstore could be dangerous to eat. Feeder fish are usually very ill fiish and very dirty you would probably make your cat sick, so no I do not feed them to my cat.

I wouldn't want them to get hurt. I love my little kitties and puppies.
Would the tiny bones of guppies hurt them? I never thought of it.
