the chrysanthemum is used as the Imperial Seal of the Emperor of Japan from which is named the Chrysanthemum Throne.
it's also on every Japanese citizen's passport.
the sakura or cherry blossom on the other hand is very much associated with the 'samurai' thus used by police and their armed forces as a symbol. They say it epitomizes the transience of life because it only blooms for a short period. anyone who watched that Tom Cruise movie would understand... =P
