With all due respect I agree with Boy Boy, and Yahoo even suggests that better Q's receive better answers. Details can make a difference. Just edit this Q and do it again.
Not knowing at all a thing about French laws or permit requirements, perhaps your first step should be to check with the local agency that governs such matters.

what about diy pools in France ...what do you want to know? you need to be more specific what i can tell you is if you want to build one you will need planning ..if you buy a fibre glass one you will need a permit only ..so put in your question ALL you want to know or else you will get silly answers
