my answer needs to be qualified......
the position is executive in nature, it calls for a person with management orientation, therefore we need a good manager...
there are a lot of people who are very qualified to run the philippines.... qualified not in the sense of what was being qualified in the constitution, but because of their track record in the private and public sector capacities.....
let me begin with richard gordon, he is the chief architect in making subic from something today out of nothing when the americans abondoned it in 1991....
lito osmena of cebu, he lead cebu to greater heights with just four years of his administration as governor in late eightees and early ninetees. he is using his five pillars of development then, power(electricity), transportation(roads), water, telecommunications(cebu then was the only province in the philippines to have interconnected all its municipalities by telephone), people(giving technical assistance by education to the young). cebu province then pioneered selling bonds to the private sector, thereby the local government and the private sector work hand in hand in development...
roberto pagdanganan, we know he is one of the adviser of gloria arroyo in economic matters, since he is a former CEO of a pharmaceutical company... a former governor of bulacan, leading its province to something not imagined yesterday... the people now reaped what he planted during his adminstration...
let me consdider danding cojuangco... let us set aside first his notorious character as what have been projected by the media... let us look objectively on how he runs San Miguel Corporation and it subsidiaries.... we can rate him as a good manager...
he is very qualified...
let me name some persons who are also very qualified, ISIDRO CAMACHO, ROBERTO DE OCAMPO, JOSE CONCEPCION, they are good managers, very qualified....
the question is, are they winnable? sad to say they aren't....
if and only if at least college level be the only persons be illegible to vote, half of the social problems in the philippines will be solved...
legarda and kabayan? no way...
if these two persons are really good in management, then why is it they have not handled or seated on the executive position of their former employeer ABS-CBN.... we can deduced that the LOPEZES have no confidence of the managerial abilities of these two... they opted on the former CEO of UFC katsup, who still runs the company until now...

Noli De Castro for President because he has the charisma to lead people.
Loren Legarda for Vice President considering that she has the courage to support the President in times of crises and she is a good replacement in case of the death and incapacity of the President.
