Make sure that your skin is well moisturized. Exfoliate, then lather on a good shaving cream, make sure that your skin has had ample time in the warm water so your pores open up, and then shave. I like to use Kiss My Face shaving cream..it's amazing.

Use a sharp blade, use a lubricant - shaving cream or gel, or soap, and use a loofah each time you shower to help prevent ingrown hairs. Shave against the hair growth to get most of it as low as possible. And shave regularly to get the skin used to it.
The other alternative is to use an alternative method of hair removal for that area.

Try using an "Aloe" product and/or a good old mild soap...
The razor you use and your technique has everything to do with it.
