I have a 2000 chevy cavalier. If you have the '2200 SFI' engine and not the ecotec, you have the same engine as me.
The question is, are you putting in a drop-in k&n air filter, or a full on cold air intake? a drop in filter, honestly, won't help you too much.. k&n likes to make all these claims.. but they are mostly bologna.
If you really want to increase your mileage, put in a full on cold air intake.. doesn't matter which brand. It is a 4 hr. operation on our cars, but it's worth every second in the end. I don't know what spark plugs you're using, but i've tried all sorts and i've found NGK v-power plugs to be the best so far, and many others agree. Bosch really sucks.
Another fairly easy ( well, easy for me.. for you it may require a mechanical friend ) and effective mod is a lightened aluminum crank pulley, or an entire underdrive system. It's a good modification because it frees up a little more horsepower all throughout the rpm range.. also, your engine will work a little less hard because of reduced weight it has to move
And easiest of them all, switch to synthetic oil. If you want more performance, add an exhaust on top of the intake and watch your high rpm power explode :) .. but you'll lose a little low end power.. and i doubt it will help your mileage.
Above and beyond all things, if you want better mileage out of that puppy, keep the windows up, the ac off, tires inflated, and learn how to drive gas-consciously! ( ie: keep to the speed limit, don't rapidly accellerate, and if you have an automatic, don't let overdrive turn off! )
In my cavalier i can get anywhere from 27 to 37mpg depending on how i drive. Not bad for my model - it's rated at 29mpg highway.
Oh and one last thing.. keep in mind that there is a an extra 1.5 gallons after the empty mark, and another extra 1.5 gallons after the full mark! If you're going to measure your mileage, fill the car to the brim first!

ANY SPARK is a good spark no performance increase. Unless it was misfiring. Messing with plug wires on a 6 year old car can cause misfire did you do wires too? Just a replacement air filter no power there too. How about a larger cone filter and aluminum cold air intake pipe? Now look at that 1.50" exhaust pipe Order a High flow cat converter "Random Technology" and replace the entire exhaust system "Borla" "Superflow" " Gibson" Or the good muffler shop down the street. Find a power programmer "Super Chips" or "Predator Diablo" and down load a new ECM program then you will notice a difference.
The car will be much lighter because you emptied your wallet. Then you realize I could of had a V-8 Firebird, GTO

you wasted your money. any garage Will tell you that "performance spark plugs" don't work any better than the regular plugs. also if you just took your stock air box out of the car and put on a cone filter than no you won't notice any difference because now all that is happening is the car is A. drawing in hot air from the engine compartment (hot air is less dense than cold air) and B. the computers mass air flow sensor is now reading more air volume than it was originally designed for. So now the mass air flow sensor is giving the computer false readings, and if you leave the car like this then the car will start to use up more fuel and you will notice black soot building up on your rear bumper from all of the unburnt fuel coming out of the exhaust. But on the other hand if you just replaced the regular filter element with a direct replacement filter you still won't see any improvement because K&N is just one big Rip-Off their air filters can and will damage your engine and or sensors because the oil will cover your Mass air flow sensor and destroy it costing you any wares from $100 to $500 depending on the type of sensor you have. also they can damage your cars engine because they actually let in dirt they do this because they are very porous. If you take the filter and shine a light through it you will see what I'm talking about. The light will just shine right through even with the oil in the filter. Now with regular filters you will just see a dim light and no small holes. Return both products if you still can.

hmmm...if you really want to see and hear the increase,
slap on some new headers and exhaust. you will notice the HP gain.
