IN X-Men comics, how does Cyclops and Iceman get their powers?

In the Marvel Universe people are born with a genetic 'x' factor. This was implanted in humans centuries ago by a visiting race of aliens, I forget their name. As the race developed, some people were exposed to different things, (i.e. gamma radiation, a radioactive spider, a super soldier serum). These outside contributors interacted with this 'x' factor and produced the heroes (or villians) known today. That is why no two people subjected to the same outside influence developed the same. Case in point, the Leader and the Incredible Hulk.
In some people, this 'x' factor allowed them to be born with powers. Mutants, or in Magneto's words Homo Superioer, were born. Scott Summers, his brother Alex, and Bobby Drake were three of these mutants. The plane crash injured Scott's head, and his ability to control his power. That is why he wears the ruby glasses. Alex has the power to focus beams and fire them from his body, but he has complete control. His code name was Havok. Incidentally, Cyclops and Havok are immune to each other's powers.
Bobby's powers developed normally. He came into his own as the youngest member of the original X-Men. He developed more tricks with his powers as time went on. At one point, his power became too much for him to control. He had to wear a power inhibitor belt to maintain control. He has since mastered his powers, again. I vaguely remember, also, that someone once cured Cyclop's. He lost his powers in the process, and had it reversed, rather have uncontrollable power, than none at all.

Iceman and Cyclops are born that way. Iceman was born with his powers active at birth, and Cyclops channels energy from another dimension . the reason why he received the power boost that made him organic ice was due to Loki's interference in an attempt to control the ice giants .

They were born with them. Cyclops has a head injury when he was younger and it damaged his 'turn off' button in his brain.

I have no clue about Iceman...

All mutants have powers via the "x-gene" and a mutant energy field thereby produced.
"Inhumans" are somewhat different, as are "altered humans" (Spiderman, the Fantastic Four); aliens fall into yet another category; and then there are still others (Silver Surfer) would be an "altered alien" I supposed); Namor, the Sub-Mariner is both a hybrid AND a mutant....

They are mutants naturally born with them, as opposed to Spider-Man who was bitten by a radiated spider, or Captain America that took soldier serum.

They're mutants, so they just develop at puberty, like a deep voice and body hair.

all mutants are born that way, though usually their powers don't appear until puberty.
