Try to video tape him setting up the video camera to tape your room. And call the cops. That way you have real evidence to put that sicko away!
I just want to add something. I know you weren't intentionally walking around naked thinking that someone would be watching you. And someone said to put a sheet up. But I am kind of sneaky I guess. You want to get video or pictures of him doing this, so don't put a sheet up just yet. Just act normal without getting naked in your room. You don't want him to get suspicious and stop until you get evidence. That is what I would do anyways. Because I REALLY want this guy to get busted.

Call the police. If you have any proof (such as pictures of him setting up his camera in your direction), it would be helpful.
Now, why in God's name would you walk around naked if you knew people could see you AND they were video taping you? STOP doing that immediately. In the meantime, put towels or sheets or SOMETHING over your window. Leaving your windows uncovered and walking around in the nude simply invites him to tape you. If you are a vouyer, then you have to deal with the consequences, i.e., being taped and possibly loaded onto the internet.

He sure is. Call the police and file a report and let them investigate this.... but, before the police get there, hang some kind of curtain over that window to keep things looking like a normal place, then close them before the police get there so he can't see them or he will destroy any evidence. That is one reason I always cover my windows with something ~ you never know what others will do to invade your privacy.

No, that is not a violation of any law as the camera is on his property. You COULD possibly get him on harrassment, but thats a stretch unless he approaches you. If he does put any video of you on the internet, you can sue him as he would need your consent. I am not sure about all states though, thats only in my state. Ask any police officer about your rights in these situations or get a free consultation from a lawyer.
My best advice would be to stop being naked in front of the window! Put up drapes.

The laws of 13 states expressly prohibit the unauthorized installation or use of cameras in private places.
In Alabama, Arkansas, California, Delaware, Georgia, Hawaii, Kansas, Maine, Michigan, Minnesota, New Hampshire, South Dakota, and Utah, installation or use of any device for photographing, observing or overhearing events or sounds in a private place without permission of the people photographed or observed is against the law.
A private place is one where a person may reasonably expect to be safe from unauthorized surveillance. Alabama, Delaware, Georgia, Hawaii, Kansas, Maine, Michagin, Minnesota, South Dakota, and Utah also prohibit trespassing on private property to conduct surveillance of people there.
In most of these states, unauthorized installation or use of hidden cameras is a felony, punishable by a 2000.00 fine and up to 2 years in prison.
Several states have laws prohibiting the use of hidden cameras in only certain circumstances, such as in locker rooms or restrooms, or for the purpose of viewing a person in a state of partial or full nudity.

You need to talk to the police.
You also need to put drapes or shades up so people cannot look into your apartment.

Well, he may be gathering evidence that you are exposing yourself. Try buying a sheet and hanging it over the window.
