Problems with Nexxtech Portable hardrive enclosure. Any suggestions?

I've put the jumper on device 1 setting, cable select, and device 0 (not on) the light lights up, but i get the message E:/ not accessible "a device attached to the system is not functioning". It seems like it;s connecting to the computer because the hour glass will appear at the same time the blue light turns red?

HOw do I setup the usp ports for the drive?

the nextech is a usb device not a ide device, so it needs to be set at master. also go into the bios, and set up the usb ports for the drive
