The Black ghost does prefer to feed at night, so feeding after you turn off the lights would be the best idea. I wouldn't worry too much about the worms getting in the gravel, once the fish find them they will eat them before they can escape and a black ghost will dig around a bit to get them out of the gravel. The water bottle tray is a neat idea and the BGK may eventually learn to feed from it, it's worth a try.
They are shy by nature and don't usually move about in the tank too much when the lights are on, but yours will more after settling in well.
I feed all of my fish twice a day, once morning and once evening. Once a day will wok too, I just prefer two smaller feedings a day generally.

I have reared the BGK on several occasions and in most of them, i realised that they only hid themselves when there were hiding places in the first place.
Which means, black ghost knives would be less shy if they did not had places to hide in.However, this is not good for young fish, they might get stressed out since BGKs are fishes that prefer hiding places and that unnecessary stress might constrict their growth.
Therefore, the activeness of an individual fish does not depend on the switching of tanks but rather, the presence of a hiding uteliity.
Finally, about your fish's diet, maybe get a log instead of a water bottle support for the black worms.The fish would prefer feeding from the log rather than the water bottle, which might seem alien to it and cause fear in tasting the food.
They are nocturnal so I'd suggest a large portion of food given to it in the night but also tiny meals in the day so you do not actually starve your pet.
Btw, just some background info, the BGK can reach a length of 60cm long so you should get a suitable tank for it if you have not.

Ok, For a second im gonna go Off Topic, If you get one of those small green knife fish. It will eventualy copy the ghost knife fish its realy strange, the knife fish learns new tricks.
Ok, back on topic, Feed them 2 worms at day and 3 worms at night.
Its probably just lonely or getting used to its tank, possibly both. Give it time to adjust, dont feed it right away, wait 2-3 days before that. If you have a big enough tank get another ghost knife fish, or small green knife fish. The tank size might be the proplem. it might just need a bigger tank.
That idea is pretty smart make sure its not sharp and hold it down with a few peices of gravel. or you can just freeze the worms and thaw em and drop em in there.

At night the Black ghost will happily take frozen blood worm from the substrate. I place the food in the vicinity of it's cave during the day and it will usually eat then too.

I agree with everything that has been said.
But a tip for you. I have one too. I can see mine 24/7 with lights on. I have a half a log resting along the front glass, in the corner, he swims in there all the time and I can see him. You can even train them to eat from your hand. (carefully).
Another trick is a glass hurriance lamp top. They feel they are hiding but are really in plain sight.
They also like neon tetras as a snack.
