Cut a hole in the tire , and put a chain through the hole and attach it to your truck then hope the truck has the power to pull it out.

Put a 4X4 board or a large metal pipe as long as possible across the inside center of the tire at the at the widest point with a chain or rope tied in the middle . As it slides up it will wedge in the upper part of the two walls of the tire and allow you to pull it out.

I think you need a truck with a hook on the end of its towline. I think they all have accessory chains with hooks even if there is not one on the towline itself. Dig that hook into the hole at the center of the tire and get it started with a slow pull. Once it is out of the sand the truck operator can speed up.

Buy a hook or use a small anchor on the end of a rope to grab the tire and then pull it out.

Definitely a big hook on the end of a chain. Easy to hook over the inside of the rim, and if it comes off, just attach it again.

Is the tire close enough to the edge of the pond to get at it with a backhoe?

you can use a grapling hook and snag it or leave it there for the fish to nest
