Heaters with built in temperature indicators are quite often wrong. Given the choice I would go with what the thermometer says. Just adjust it to keep the fish at the proper temperature according to the thermometer and ignore what the heater says it will be.

I have 4 tanks with heaters, and none of them are exactly correct. Some heaters have a really big margin of error, mine have about a 6 degree difference.

Also, keep in mind temperature changes. With summer coming, depending on your house temperature, tank temp. can skyrocket, quickly. Many things will affect it, sunlight, warmer than normal days, etc. This time of year you really need to pay attention to the tank temp.

And the others are correct. Bettas need heat, they are tropical. It is very misleading, since they are largely sold in little cups with room temperature water.

The first person to answer had the best answer I think, the only thing I would add is this site - http://www.aquahobby.com/e_aquarium_plants.php

And I would have to fully agree betta's need heaters unlike what most pet stores will tell you. They also need large tanks if you want them to live for any time at all. They should be given frozen brine shrimp or blood worms to eat, and they should have tank mates, either some female battas or any other fish that's about their size, sword tails do well.

Bettas do need heaters. The temp on the heater is rarely in agreement with a thermometer. Both could be off. I don't like the stick on type. They are often way off.
